The $1 stamp was issued in 2008 celebrating XVIII Ibero-American Summit.
Ibero-American Summit is a yearly meeting, organized by the Iberoamerican Community of Nations, of the heads of government and state of the Spanish-, Portuguese-speaking nations of Europe and the Americas. Although Spanish and Portuguese are the languages of the organization, other languages are spoken by members, such as Catalan in Andorra, Catalonia, the Balearic Islands and the Valencian Country, Basque in the Autonomous Community of the Basque Country and Galician in the Autonomous Community of Galicia, Guaraní in Paraguay or Quechua in Peru.
